Riot Games has officially announced that Harbor, long considered VALORANT’s weakest agent, will receive a complete rework later this year. The reveal took place during the VALORANT Champions 2025 Dev Update Panel in Paris, giving fans a first look at the long-anticipated changes coming with Patch 11.10.
Since his debut in 2022, Harbor’s abilities have struggled to make an impact. While his water-based walls and shields sounded promising, they never managed to compete with more flexible Controllers like Omen and Viper. According to data from Tracker.gg, Harbor currently has the lowest pick rate across all ranks, and professional players have almost completely avoided him throughout the VCT 2025 season.
Game Designer Ryan Cousart explained that the upcoming rework will keep Harbor’s hybrid role as both a Controller and Initiator, while introducing new abilities to bring his playstyle up to date.
Although there’s no exact release date yet, the update is expected to roll out in mid-to-late November as part of VALORANT’s year-end patch. Alongside general gameplay and balance adjustments, this patch will include a complete overhaul of Harbor’s abilities and mechanics, something players have been asking for since his release.
Tiffy Tsay, Senior Product Manager at Riot Games, mentioned that the end-of-year patch is not just about rebalancing but also about preparing for what comes next.
